As a business and economic development specialist, Quincy believes that inclusive economic growth is a catalyst for positive change in communities. As Director of Industrial Business Development at BOC Network he helps industrial and manufacturing businesses in Central Queens, East Brooklyn and the Bronx to gain access to financing and economic incentives, develop growth strategies, navigate government regulations and advocate in the community. Quincy holds a BA in Economics and Spanish from Trinity University and a Master’s in Business Administration (MBA) with a focus on Entrepreneurship from the University of Massachusetts, Amherst.

Charles is a seasoned professional with over 15 years of experience in workforce development, small business support, and community engagement. Throughout his career, he has successfully guided countless entrepreneurs and job seekers, helping them achieve their goals and build sustainable futures.

Cindy holds a Master's degree in Urban and Regional Planning from the University of Albany. During her studies, she collaborated with the Office of Sustainability to implement composting and waste reduction programs. In her previous role at the Capital District Regional Planning Commission, she assisted with projects focusing on economic development, water quality, and transportation initiatives. Cindy is from the Bronx and has conducted research on the economic development history of Hunts Point.
